The IRS Revenue Agent is claiming that I am willfully negligent and is assessing a 20% ‘accuracy penalty’ on top of all the other penalties.

You can appeal it, but the way the law is written the TP is held responsible and it will not be dropped. The appeal, however, will likely get you a discount if you stress that you must pay instead of the TP.
