Cost Segregation firms typically perform the study, but the Internal Revenue Service has strict guidelines for what makes up a “quality” cost-segregation study (Cost Segregation Audit Technique Guide - Chapter 4 - Principal Elements of a Quality Cost Segregation Study and Report).
