The IRS has really streamlined the Streamline Procedures. IRS has just updated the Streamlined Procedure forms for both its “offshore” and “domestic” procedures. All is now in fillable format; even the statement of facts can be cut and pasted right onto the Form.

Maybe things have changed, but the last time that I tried to fill out a Fillable Forms when I was still a US citizen, I couldn’t do so because my address was not within the US.
Hi Dani – The fillable forms do not require any address. They require Taxpayer Names and TINs. They are paper-mailed along w the necessary tax returns to a special address at the IRS for Streamlined cases.
