Recently I received a notice from the IRS regarding a tax matter from 2010. I am trying to communicate with them via email but it is impossible to do so. Why do they make it impossible to communicate by email?

This is a fantastic question. IRS Examination, Appeals and Collection all communicate via phone, US Mail or fax. Usually IRS Local Area Counsel communicate via email. For years I have been asking this question and evidently the answer distills down to security. For whatever it is worth I usually respond to IRS Notices with a phone call - early in the morning is when the wait times are the shortest.
