Like in all cross boarder tax questions, the answer is "Maybe." You need to describe exactly what are you doing, how far are you going in exploiting the Netherlands market, any listing in their phone book, any personnel from your company is on the ground? And the big gorilla question is how are you reporting these sales on your US return are you saying they are foreign sales?
