I filed my tax return and I am supposed to receive a refund. Instead, I received Letter 5071c (Verify Identity). I called the IRS and was told they selected me to answer some questions and that my return would not be processed until I correctly answered. Which I did. Did I fulfill my obligation by filing my return? Was I obliged to contact them? If I had not contacted them to answer their questions, would they have kept my refund? What other ramifications could there be if I simply did not contact them?

You fulfilled your obligations by filing the return. You got selected for the ID verification due to the increase in attempts to halt identity theft and fraud. If they told you the you passed the quiz they will release your refund soon and you will be paid interest for the delay. Ifmyoumchange not contacted them they would have held your refund until you did. Then released the refund with additional interest.
