Can I request a specified amount of an IRS account credit from a prior year be applied to a subsequent year's taxes?

I requested a prior year refund be applied to subsequent year. Refund was initially denied then approved on appeal. However rather than being applied to subsequent year I was advised it would be mailed. It is now being held as account credit pending filing of returns for last two years.

Call the IRS and instruct them verbally to apply the credit balance in the tax year that has a credit balance to the tax year that has the assessment.
