The new systems should have already been adopted, particularly with the advertising campaign that HMRC ran.
In this video I discuss the changes:

Hello, I’m James McBrearty, I’d like to talk to you about payroll changes for 2013 and the introduction about real time information or RTI.
Now if you don’t operate a payroll, then this doesn’t apply to you so you don’t have to worry about it.
If you are doing a payroll then what’s happening is things are actually changing to, as the title says, to become real time. Rather than submitting forms monthly to HMRC on paper and then at the end of the year actually submitting end of the year paperwork. It’s changing to actually being done online and actually being processed as it goes through.
Now fortunately because it is real time it means that the information is actually having to be reported to HMRC and that can cause problems if there is one person doing the payroll and they happen to take some holiday when the payroll is due.
So what some people are actually doing is actually using payroll bureaus and it’s something I am doing myself for my own needs as well as for my clients. And with a payroll bureau you’ve got that backup, that you’ve got a number of people working so that they can insure that the payroll is submitted exactly when it needs to be.
There’s some quite steep fines that they are going to be charging for late payroll submissions. So having a bureau can actually help you, can actually save you money. So it’s something you might want to consider, is using a payroll bureau and if you are based near Surrey and you’d like a referral, please do contact me.
