Recently I received a notice from the IRS regarding a tax matter from 2010. I am trying to communicate with them via email but it is impossible to do so. Why do they make it impossible to communicate by email?

The IRS doesn't communicate via email for your safety. They require phone or signed correspondence to verify your identity. Email is way to easy to fake or hack to be putting all the info necessary to steal your identity. You might consider engaging an Enrolled Agent to act in your stead with the IRS. Besides the fact they are trained and certified in taxes the are experts in handling issues for their clients.
