In general business expenses can be deducted as long as they are used for a business purpose. The fact that you have a full time job as a computer programmer should not interfere with any independent contractor jobs you obtain. There should be no limit as long as you can substantiate the expenses were necessary and reasonable for your work as an independent contractor, and not unreimbursed business expenses related to your full-time position as a computer programmer.
