If a U.S. tax resident is a member of a large retirement annuity fund in South Africa, where he does not have access to those funds until he is 55 years of age, and the market value of his portion of this large fund exceeds $10,000, does he have a FBAR and/or Form? Please explain your answer with reference to the black letter law.
