I would presume that you were a resident in California just prior to moving to Israel. If the pension was taxable in the state while you lived there, it would remain taxable during your period of time you are in Israel since you have indicated an intent to return to California in five years. If you gave up all incidences of California residency - drivers license, property ownership, voting registration, etc. you may be able to avoid state tax on the pension.
