Can we claim my wife's family (Mexican citizens) as dependents on our US federal and California state taxes if we've sent them money monthly?

My wife is a US permanent resident. I'm a US citizen. We send money monthly to help support my wife's family in Mexico. They're neither US citizens nor permanent residents. I hear that, even though they're not citizens, we can get them US ETINs and report them as dependents on our 2011 taxes. Is that true? What's the criteria for determining number of dependents?
