The answer is yes then can. However, there are very limited circumstances when this would be required to be used, which is when a nonresident alien is married to and filing MFJ return with a US citizen or a US Green card holder spouse. If the non-resident alien is filing return as SIngle or Married filing separately, then foreign income exclusion is not applicable as such income, in any case is not taxable in the US.
