Assigning the proper tax rate to a transaction depends upon many factors. Whether or not the merchant has nexus in the customer’s state that the customer resides. And, whether the state in question sources transaction to the origin (location of the seller), or sources transaction to the destination (location of the buyer). Be sure to consult a tax advisory for proper determination of applicable tax rates.

Where the sale is made. That is from the seller's premises. Anything else would be to complicated.
